Dept./School: Maintenance Building
Primary Purpose:
Direct and manage district’s maintenance and custodial and transportation and vehicle maintenance program. Oversee maintenance of all district-owned vehicles. Ensure safe and efficient operation of transportation department. Maintain physical school plant in excellent operating condition so that full educational use may be made at all times. Provide a physical environment that is functional, safe, clean, and attractive.
Qualifications:
Education/Certification:
Bachelor’s degree or equivalent experience
Clear and valid Texas driver’s license
Special Knowledge/Skills:
Ability to direct and manage operations of a large fleet of vehicles
Knowledge of energy management and vehicle repair and maintenance
Knowledge of basic principles of construction, school plant maintenance, and custodial operations
Ability to conduct on-site inspection of district facilities
Ability to manage budget and personnel
Ability to coordinate district function
Ability to implement policy and procedures
Ability to read blueprints and schematics
Strong organizational, communication, and interpersonal skills
Experience:
3 Years supervisory experience in maintenance operations
5 Years’ experience as a bus driver preferred
Major Responsibilities and Duties:
Routes and Schedule
- Prepare and update bus routes and schedules for all schools in district and develop plan to meet future transportation needs.
- Coordinate transportation for extracurricular activities and special programs.
- Respond to after-hours emergency calls as needed. Operate bus and deliver buses to drivers when breakdowns occur.
- Notify bus drivers, schools, and public of any changes in bus routes and schedules.
Building Maintenance and Repair
- Direct and manage custodial, maintenance and repair, security, and central warehouse operations of district.
- Receive and process work orders for repair and maintenance of buildings and grounds.
- Develop and maintain written departmental procedures for maintenance, repair, and operations, and security of all district buildings and equipment.
- Prepare plans and specifications for contracted repair work and site improvement for submission to purchasing department for bids.
- Serve as the district’s integrated pest management (IPM) coordinator, attend required training and maintain current certification
Policy, Reports, and Law
- Implement federal and state law, State Board of Education rule, and board policy in transportation
- Compile, maintain, file, and present all physical and computerized reports, records, and other documents required in transportation area.
- Implement district’s student discipline policies and communicate to students expected behavior when using district transportation.
- Enforce safety standards that conform with state, federal, and insurance regulations and develop a program or preventive safety.
- Develop training options and improvement plans to ensure exemplary operation of transportation department.
- Comply with applicable personnel policies.
- Prepare data necessary to process maintenance and transportation payroll.
Vehicle Maintenance and Repair
- Direct repair of all district-owned vehicles and oversee plans for preventive maintenance.
- Process vehicle repair requests and prioritize work orders. Contract for services that cannot be performed in shop.
- Monitor fuel deliveries and distribution.
- Assign work to maintenance personnel and oversee completion
- Prepare, review, and revise job descriptions in maintenance department.
- Evaluate job performance of employees to ensure effectiveness.
- Recruit, train, and supervise maintenance personnel and make sound recommendations about personnel placement, transfer, retention, and dismissal.
Budget and Inventory
- Compile budgets and cost estimates based on documented program needs.
- Administer transportation budget and ensure that programs are cost-effective and that funds are managed wisely.
- Initiate purchase orders and bids in accordance with budgetary limitations and district policies.
- Maintain current inventory of supplies and parts to avoid ordering delays.
- Approve and forward invoices and purchase orders for maintenance and transportation department to accounting department.
- Recommend disposal of obsolete or worn out vehicles and equipment. Recommend purchase of vehicles as necessary.
Student Management
- Review student behavior reports and conduct conferences with parents, students, and drivers on disciplinary issues.
- Enforce student discipline and suspension of riding privileges for any student who violates rules and regulations.
Personnel Management
- Assign work to maintenance personnel and oversee completion.
- Prepare, review, and revise maintenance department job descriptions.
- Evaluate job performance of employees to ensure effectiveness.
- Recruit, train, and supervise maintenance personnel and make sound recommendations about personnel placement, transfer, retention, and dismissal.
Personnel
- Assign bus drivers to routes and find substitutes as needed.
- Recruit, train, supervise and evaluate all transportation personnel and make sound recommendations about placement, assignment, retention, discipline, and dismissal.
- Prepare, process, and maintain all documents, required, to verify safety certification and alcohol drug testing of bus drivers.
- Prepare, review, and revise transportation department job descriptions.
- Evaluate employee job performance to ensure effectiveness.
Safety
- Advise administration about inclement weather conditions that may result in the closing of schools or road hazards.
- Help with gathering information in investigations of school bus accidents and student safety violations.
- Help organize and conduct training programs to promote a safe work environment.
- Ensure that transportation equipment is in excellent operating condition.
- Perform disaster duty as needed (hurricanes, earthquakes, blizzards, etc.)
- Maintain safety standards in conformance with federal, state, and insurance regulations and develop a program or preventive safety.
- Ensure that equipment is maintained in operating and optimum condition.
Other
- Attend and make presentations at conferences and school board meetings to discuss innovations and problems in transportation.
- Attend professional growth activities to keep abreast of innovative techniques in transportation.
- Maintain good rapport with parents and community.
- Perform disaster duty when needed.

Supervisory Responsibilities:
Supervise and evaluate the performance of shop foreman, dispatcher, parts manager, bus drivers, bus monitors, and Transportation Router Specialist/Admin. Assistant
Supervise and evaluate the performance of skilled craftsmen, lead custodians, grounds supervisors, warehouse supervisors, security personnel, and support staff assigned to the maintenance department.

Frequent districtwide travel; frequent prolonged and irregular hours; ability to conduct on-site inspections of all vehicle repair and maintenance operations.
